Should I hire a freelance experienced illustrator or Illustration Company?

Do you think it will be better to hire a freelance experienced illustrator or a professional illustration agency to create the spectacular animal illustrations for the book that I have just completed writing about pets? I really need to hire one of the expert animal illustrators or Illustration Company soon so that the book cover can get designed immediately. I am not sure which one would be the best idea. My only concern right now is that the quality of the illustration has to be very high, so kindly recommend me the solution which would be most suitable for me at this moment.
